By only reporting the value of the raw aluminum that went into a product, without including the significant value added by processing, importers have been bringing in manufactured aluminum products at tariff rates well below the President’s intentions. President Trump’s order clarifies that the full value must be reported, which will level the playing field and extend the tariff’s benefits to the entire aluminum supply chain.
“President Trump’s Executive Order is a necessary step in the right direction to fully enforce the 50% tariff on aluminum, a metal critical to our national security,” remarked APAA President Mark Duffy. “Importers who cheat on valuation undermine national security. This Executive Order does not alter the existing Section 232 steel and aluminum tariffs; rather, it closes a loophole that has undermined their effectiveness and credibility.
