Conning: Soft Market Will Test Fronting Insurer Resilience as Sector Matures

HARTFORD, Conn., Aug. 28, 2026 /PRNewswire/ — The U.S. fronting insurance sector continued to outpace the broader commercial insurance market in 2025, but softening pricing, concentration risk, loss development, and consolidation are changing the capabilities required for durable success, according to Conning’s study, Fronting Sector Confronts a Softening Market.

The fronting market tracked by Conning grew 17% in 2025 to more than $22 billion in gross premiums, compared with 5% growth for the commercial insurance industry. While first-quarter 2026 fronting growth slowed, Conning’s analysis found that growth was nearly 15% when excluding three company-specific declines, indicating that the core commercial fronting market had not yet slowed meaningfully.

The study finds that the market is entering a maturation phase after years of new formations and rapid expansion. Many fronts were built during hard-market conditions and have not operated through a sustained soft market. As competition changes, underwriting oversight, reinsurance credit management, claims capabilities, data, technology, service, and institutional capital support may become more important differentiators than access to rated paper alone.

“Fronting has become essential infrastructure for the MGA market, but the next phase will be a test of platform quality rather than simply capacity and growth,” said Alan Dobbins, a Director of Conning Insurance Research. “Softer conditions should make differences in program selection, credit controls, operating depth, and risk management more visible.”

Key Findings

  • Fronting gross premiums grew 17% in 2025 to more than $22 billion, well above commercial insurance industry growth of 5%, although growth slowed from 26% in 2024.
  • Other liability was the fastest-growing major line at 32% and represented 29% of direct fronted premiums. Together with commercial auto, the two lines accounted for 46% of fronted premium.
  • Initial gross accident-year loss ratios have developed adversely in each of the past seven accident years, highlighting the importance of evaluating profitability over time.
  • Fronting companies ceded nearly $19 billion to nonaffiliated reinsurers in 2025, increasing the importance and complexity of reinsurance credit, collateral, and counterparty management.
  • Five companies have exited or de-emphasized fronting, while two additional companies have a pending combination under common ownership, signaling an increasingly consolidated competitive field.
