Workforce Concerns Are Emerging as a Barrier to AI Adoption in Collections, DROS Field Report Finds

Findings from conversations at ACA International’s 2026 Annual Convention & Expo find the real barrier to deployment is internal, not regulatory — and point to contact coverage, not headcount reduction, as the stronger business case

Key Findings

  • Workforce concerns, are a major internal barrier stalling AI voice adoption on the collections floor
  • Most operators interviewed are evaluating AI voice against an impression of the technology that is two to three years out of date
  • Most operators are also building business cases for AI around labor savings, when the larger and less contested opportunity is contact coverage — reaching accounts current staffing never meaningfully works
  • Operators waiting for a single federal determination on AI voice should not expect one soon — expect a growing patchwork of state-level activity and ongoing litigation instead

DOVER, Del., Sept. 10, 2026 /PRNewswire/ — Vodex, developer of the AI-native collections engagement platform DROS, today released “The Adoption Gap, State of AI in Collections 2026″ a field report examining why the accounts receivable management (ARM) industry has broadly embraced AI voice in principle while remaining slow to put it into production.

The findings are drawn from 25+ open-ended conversations with agency owners, compliance leaders, and operations managers at the ACA International Annual Convention & Expo, held July 22–24, 2026, in Orlando, Florida, where Vodex exhibited DROS at booth 403. The report is qualitative and directional rather than statistically representative: participants were self-selecting attendees who visited the DROS booth, a group already predisposed to interest in AI.

The report’s central finding is not about technology readiness but about the collections floor itself. Conversations with operators interviewed consistently opened on regulatory ground — FDCPA obligations, the Mini Miranda disclosure, TCPA consent, Regulation F call-frequency rules — but resolving those questions rarely moved a deal forward. Three or four exchanges later, the operative concern to surface was almost always about the floor: leaders were hesitant to introduce a tool their strongest performers might read as a threat to their role.

“These are legitimate questions, and they merit precise answers. But a pattern recurred often enough to be the single most useful observation of the week: we would answer the compliance question cleanly, the operator would accept the answer — and the conversation would not advance,” said Anshul Shrivastava, Founder and CEO of Vodex AI

The report’s answer to that concern is contact coverage, not headcount reduction. Most operators interviewed built the business case for AI around labor savings — fewer seats, lower cost per contact hour — but the larger and less contested opportunity is reaching the substantial share of accounts that current staffing never meaningfully works. Framed this way, AI adds capacity the floor did not have rather than replacing the capacity it already does.

A second, related factor compounds the workforce concern: most operators interviewed revealed they are evaluating AI voice against an impression of the technology that is two to three years out of date. Many tested conversational AI in an earlier product generation, found the speech synthesis unconvincing, and shelved the category — a judgment that has not been revisited even as latency and voice quality have advanced substantially since.

The report also argues that compliance, properly understood, is among the strongest arguments for AI adoption rather than against it. Collections compliance failures are overwhelmingly failures of human variance — a disclosure skipped under time pressure, terms offered outside policy, a small sample of calls ever reviewed. A well-engineered voice agent delivers the same disclosure at the same point on every call and produces a complete, reviewable record by default rather than by sample.

Furthermore, the report identifies inbound overflow and after-hours coverage as the lowest-resistance entry point for a first deployment, and finds that platform and system-of-record vendors are moving quickly to embed AI directly into their stacks — a shift the report suggests will change how most operators interviewed acquire AI capability within the next two years.

On regulation, the report concludes that operators waiting for a single federal determination on AI voice should not expect one soon, pointing instead to a growing patchwork of state-level activity and ongoing litigation. It recommends building the evidentiary discipline — complete recording, transcription, and versioned disclosure logic — that a well-instrumented AI channel produces as a matter of course, regardless of how the regulatory picture develops.
