Starting Oct. 6, eligible importers can receive a refund of duties on IEEPA finally liquidated entries
ORILLIA, ON, Sept. 24, 2026 /PRNewswire/ — Peacock Tariff Consulting (PTC), an international trade, tariff and supply chain advisory firm, today announced that it will offer recovery services for importers who are eligible to receive a refund for duties paid under the International Emergency Economic Powers Act (IEEPA). U.S. Customs and Border Protection (CBP) plans to launch the third and final phase of the Consolidated Administration and Processing of Entries (CAPE) refund process on Tuesday, Oct. 6, 2026.
“Phase 3 is particularly important because it expands the CAPE process to address finally liquidated entries,” said Kyle Peacock, Founder & Principal at PTC. “These entries could not be handled through the earlier phases of the refund process, and companies that paid IEEPA tariffs should be taking another look right now to ensure that no money is left on the table.”
Phase 3 is the final stage of CAPE, covering entries that were finally liquidated roughly 80 days before the refund window opened. Under the government’s current position, these entries are only refunded to importers who filed a protective action at the Court of International Trade, so identifying and preparing affected entries before the Oct. 6 launch is essential.
For importers, now is the time to identify affected entries and make sure their underlying data is ready. Ahead of the Phase 3 launch, importers should be reviewing:
- Finally liquidated entries with IEEPA duties
- IEEPA duties originally paid
- Entry and liquidation dates
- Previous CAPE submissions and rejected entries
- Protest history and status
- Importer-of-record information
- ACE and ACH refund information
