ST. PETERSBURG, Fla., Oct. 8, 2026 /PRNewswire/ — As travelers plan for winter and holiday trips, a new Department of Transportation (DOT) rule taking effect October 19, 2026 will change how airlines classify certain delays and cancellations.

What Does the Change Mean for Travelers?

Under the DOT’s new rule change, 10 situations will no longer be classified as within the airline’s control. This is significant because several major U.S. airlines, including American, Delta, Southwest, and United, have committed to providing amenities like meals and hotel stays only when the delay or cancellation is considered within their control. As a result, the DOT expects fewer travelers to receive these amenities when their flights are disrupted.

This change takes effect just before the busy holiday travel season, when disruptions are more common and can create added headaches and costs for travelers.

Travelers should know that, beyond a flight refund or rebooking, an airline’s offer of accommodations, meals, and transportation during a delay or cancellation is still considered discretionary and can vary by airline and situation. Defining more events as uncontrollable may give airlines the flexibility to scale back support further and create gaps in traveler protection.

How Can Travel Insurance Help?

Travel insurance can add an extra layer of protection when an airline doesn’t cover the full cost of a disruption.

Depending on the policy, several travel insurance benefits may help:
